Farris Advises City of Delta on Landfill Agreement Extension
Al Hudec, Senior Counsel, and Megan Wood, Senior Associate, are pleased to have represented the City of Delta in two years of negotiations to extend the useful life of the Vancouver Landfill in an environmentally responsible and cost effective manner. The landfill is located in the south west corner of Burns Bog and is visible from Highway 17 and Highway 19.
Under the amended and restated agreement between Metro Vancouver, the City of Vancouver, and the City of Delta the useful life of the facility is extended to 2050 (an additional 20 years) under the continued management of the City of Vancouver without expanding beyond the landfill’s current footprint; avoiding having to ship the waste to more remote regions and resulting in more than $300 million in avoided future tipping fees for residents and businesses. Currently, after all efforts have been made to reduce, reuse, and recycle, about one million tonnes of garbage need to be disposed each year in the lower mainland. Of that, about 65% goes to the Vancouver Landfill.
The agreement includes new Metro Vancouver investments of $10 million, plus $500,000 per year over the life of the landfill towards Burns Bog conservation and enhancement.
For Delta residents, the deal delivers continued financial contributions to the community along with new opportunities for the responsible and productive use of closed sections of the landfill site as operations continue. “In 2026, Delta’s municipal government is expected to see about $5 million in revenue from the landfill, representing a one-year increase of approximately $700,000.”
